What the colors mean. Each state’s color is CLIEAIR’s Constitutional Health Index — the mean of our per-measure constitutional grade across every graded vote in that jurisdiction, rescaled to 0–100. It reads in five tiers: Robust (80+), Stable (65–79), Strained (50–64), Ailing (35–49), Critical (<35). Most records land green because most legislation is routine and doesn’t touch your rights — that is real, and it is good news.

Why healthy states still pulse. A high average can hide a single unconstitutional bill among many ordinary ones. So any state carrying a bill we’ve flagged D or F pulses — even a green one — because that bill is what you came to see.
